Sri Lanka and Saudi Arabia Finalize MoU to Boost Halal Food Exports

Sri Lanka and Saudi Arabia have signed a landmark Memorandum of Understanding (MoU) aimed at strengthening bilateral trade in the halal food sector. The agreement provides a framework for Sri Lankan exporters to access the expanding halal food markets in the GCC, backed by technical assistance and certification alignment from Saudi Arabia.
Unlocking a Major Export Channel
The MoU, signed in Riyadh by Sri Lanka’s Minister of Trade and Saudi Arabia’s Deputy Minister for Agriculture and Food Industries, focuses on:

Recognizing Sri Lankan halal certifications under Saudi regulatory frameworks

Facilitating joint training programs for Sri Lankan producers and certifiers

Enhancing quality assurance and compliance with GCC standards

Streamlining logistics and export documentation
The agreement also includes provisions for Saudi investment in Sri Lankan food processing and cold chain infrastructure to support export-readiness.
Halal Sector: A High-Growth Opportunity

The GCC halal food market is valued at over USD 60 billion, with rising demand for processed, packaged, and ready-to-eat items.

Sri Lanka currently exports over USD 120 million in halal-compliant food products, mostly to the Middle East and Southeast Asia.

With this MoU, authorities expect an increase of at least 30% in exports to Saudi Arabia within the next 24 months.
Expert Commentary
“This partnership gives our exporters the confidence and clarity they need to scale operations in one of the world’s most lucrative halal markets,” said a senior official from the Sri Lanka Export Development Board.
Industry players are optimistic that this will boost investor interest in Sri Lanka’s food and agribusiness sector, especially in meat, seafood, bakery, and processed foods.
